Fix the EHCP before it
becomes a tribunal.

96% of SEND tribunal cases are won by families. The primary reason is poor EHCP quality — vague provision language, missing outcomes, unquantified support. EHCPRO flags these failures before the document leaves the office.

The problem

96% of tribunals are won
by families. Here is why.

EHCP quality is the primary driver of tribunal outcomes. LAs are not losing because they lack intent — they are losing because the documents are legally vulnerable. EHCPRO closes the gap.

Section F: vague provision

“Some additional support will be provided as appropriate.” This sentence loses cases. Section F must be specific, quantified, and name the qualification of the person delivering it. Most EHCPs fail this test.

Section E: missing outcomes

Every provision in Section F must map to a SMART outcome in Section E. An EHCP with OT provision in F and no OT outcome in E is legally deficient. EHCPRO catches this automatically on every save.

No graduated approach evidence

Under the White Paper 2026 framework, the ISP and APDR cycle history is the primary evidence base for an EHCP application. An EHCP without this trail is significantly more vulnerable to challenge.

Section F — Provision Example
✖ Fails at tribunal
“Mohammed will receive some additional support from school staff as appropriate to his needs.”
SkillGrow AI replacement ↓
✓ Tribunal-ready
“Mohammed will receive 3 x 45-minute sessions per week of specialist 1:1 literacy support, delivered by a qualified SEN teacher with AMBDA or equivalent, specifically addressing phonological awareness and reading fluency. Sessions will be delivered in a low-distraction environment with access to overlays and assistive technology. Frequency and duration will be reviewed at each annual review.”
The difference between these two sentences is the difference between a provision that is legally enforceable and one that is not. EHCPRO catches every instance of the first type before the document leaves your office.
Compliance rules

The 9 rules that determine
whether you win or lose.

These are the most common EHCP compliance failures at tribunal. EHCPRO checks all nine automatically. Every EHCP. Every save.

HIGH
Vague provision language
Section F uses “some”, “appropriate”, “as needed” or “regular” without quantification. Consistently loses at tribunal.
HIGH
Section F provision with no Section E outcome
Every provision must map to a SMART outcome. An unmapped provision is legally unenforceable.
HIGH
Outcomes not SMART
Section E outcomes must be Specific, Measurable, Achievable, Relevant, Time-bound. “Will make progress” is not an outcome.
HIGH
Section F does not name who delivers
Must state the role and minimum qualification of the person delivering each provision. “School staff” does not comply.
HIGH
No ISP evidence trail
Under the White Paper 2026 framework, the absence of ISP history from SENTRACK significantly weakens the application.
MEDIUM
Young person's voice not evidenced
Section A must include the young person's own words, not a professional summary of their views.
MEDIUM
Year 9+ missing PfA outcomes
From Year 9, outcomes must cover all four Preparing for Adulthood domains: employment, independent living, community and health.
MEDIUM
Section I names type, not setting
Section I must name the specific school, not “a suitable SEN provision in the area.”
MEDIUM
Health need described in Section B
Section B is for SEN only. Health conditions belong in Section C. A common error that signals poor quality.
Pricing

One tribunal avoided pays for
the platform ten times over.

At £15,000–£50,000 per contested tribunal case, even preventing five successful appeals per year pays for EHCPRO many times over. The ROI calculation is not complicated.
